Every publish is scanned. A password field next to a brand lure lands in review; a form asking for a seed phrase, private key, or card number and CVV is blocked and serves a 451 page instead of the content. Your call either way.

Anyone can flag a page without an account:
POST /v1/reports {"host":"…","reason":"…"}, or the form at
/report. A report moves an unscanned page into this
queue; it never clears one.
